No member of Congress will receive a paycheck until a minimum of 3/4 of all eligible recipients have the 2nd stimulus checks in hand. In addition, each member will be fined $1,000 for each week the first stimulus checks are not delivered. This will be retroactive from the time of the very first delivered check.
