Since the Republicans still vow not to give up on repeal and replace, despite all their failures, the idea of working with Democrats is not an option. The objective of the years of attempts is to destroy Barrack Obama's legacy, not to fix the problems in the ACA. So who gets the short end of the stick? (See scores above.)
