This can be done only with the first post of a thread, not a reply.
Type in a subject. The next row is a bunch of icons. One on the far right looks like a bar graph. Click that. Enter the question. Click the + symbol to add slots for possible answers. Type them in, one per box.
Give the poll an end date. As of right now the default date is in the past, so you have to enter a date. The safest way is to click on 'today' to see the current month, then select the read termination date. You can even enter a time.
