From a quick reading of a zebra forum, any foul committed by the player with the ball is a player control foul.
For example, charging is a PCF if the player called had the ball. If he dishes and then runs into the defender, it is still a charge -- and, I believe, a "team control foul", but not a PCF because he no longer has the ball.
Other examples would be the dribbler using his forearm or straight arm to hold off a defender (the former almost never being called), or using his hands on a defender to help stop and/or change direction.
Anyone with more and/or better info, please chime in!

Free Throws are not awarded if there is team control and an offensive foul occurs. The rule used to be no FT's on a player control foul but now that is extended to team control. The penalty for the foul is loss of possession. In the past, the penalty would be worse in that you lose possession and give up free throws.
Example -
Lucas is called for an illegal screen, no FT's awarded the other team, just a personal foul and change of possession
Lucas crashes the boards on a missed SVI shot and is called for a foul trying to get the rebound. No team control, so the opposing team would be awarded free throws if in the bonus situation

I think it was the penalty. An offensive foul was actually more of a penalty than a defensive foul. Offensive foul = loss of possession + free throws. Defensive foul = free throws
