Now that I think of it, KU played Cal years back in the Pete Newell (sp?) challenge and there was a bar at the non-university affiliated venue.

I think it's a university policy, not necessarily NCAA. It's also possible that they have the students adequately separated from the non-students that they can serve in the non-student area...you know, since college students don't drink beer.
